The project:
• it corresponds to the national priorities regarding the development of human resources for 2007-2013:
- the development ok skills and competences, especially of youth, in the training process at every level;
- improving quality and Access to permanent life-long training regarding the development of adapting capacity;
- promotion the contribution to professional training in innovation, regarding the increase of competitiveness and the entrepreneur spirit.

The TARGET GROUP is made of 1500 persons from rural areas, from the Regions South-West, South-Muntenia, South-East, of which a minimum of 50% is estimated to be women.

The general objective of the Project vises the development of human resources from rural areas, in the Regions South-West, South-Muntenia, South-East, regarding the access and sustainable development in employment, in non agricultural activities on a flexible and inclusive labor market.

Specific objectives:

O1. Improvement of awareness degree for needs and human resources potential in the rural area and also of the supply and demand on the local and regional labor market, within the 3 regions aimed by the project
O2. Development of a proper coordination of services for development of human resources in rural areas, including
The promotion of local and regional partnerships, focused on rural tourism, for provision of integrated and customized services, according to EU best practice and standards.
O3. Improvement of skills and competencies for employees in rural areas in order to provide long term sustainability for human resources development in the rural area.
O4. Promoting entrepreneurship and supporting business start-ups or independent activities in non-agricultural fields in the rural area./ O5. Increased competencies and employability for persons coming from the rural area and facilitating access to integrated vocational training (VET) and employment programs, in non-agricultural jobs, required on the labor market.

The Project is structured on 3 components, which contain specific packages of activities:
Component 1 it vises general actions: Project management, public acquisitions, actions which ensure the visibility of the project
Component 2 comprises an integrated specific programme, destined to categories of eligible target group, managers and employees from rural environment, from rural tourism receiving structures in the regions vised by the Project.
Component 3 it provides specific measures, configured according to the vised target group category in the rural areas from the regions implicated in the Project.

First component
General actions (activities 1 - 7): Project management, public acquisitions, actions which provide the visibility of the Project, respecting to visual identity according to EU regulations (reg. 1828/2006) and also national regulations, through informing campaigns on the objectives and results of the Project.

Specific actions in support of component 2 and 3. (activities 3 - 7): They vise some studies and research regarding the updating of information and data regarding the target group, its evolution, potential and characteristics, correlated with studies regarding the tendency of development of rural tourism, from the perspective of employment opportunities on short and medium term.

The data is going to be synthesized into a data base, permanently developed and used for the monitoring of the evolution of occupation and non occupation in rural environment, an extremely useful instrument for the development of integrated services of active measures for employment in rural area; also, it comprises actions for the development of a multi regional network of coordination centers of human resources in rural areas, including support for the development of regional and local partnerships for the development of human resources and a trans national partnership in order to provide transfer of good practices and experiences, in the sense of sustainable development of human resources in the rural environment.
The network will monitor the evolution of employment and non employment in the rural environment from the regions vised by the project, providing, in collaboration with other employment services, including public ones, services of active measures for people in the rural environment.

Component 2 (activities 8 - 12): It comprises a specific integrated programme, destined to the categories of eligible target group, managers and employees from the rural environment, from tourist receiving structures, in the regions vised by the project. There are foreseen informing and awareness actions, also selection and registration of target group, evaluation of its knowledge and skills, in the perspective of present requests on the labor market, counseling and training regarding the increase of these skills and competences according to the EU standards, in order to increase employment and competitiveness on the labor market.

Component 3 (activities 13 - 18): It foresees specific measures, configured according to the vised target group in the rural areas from the regions implicated in the project, respectively unemployed, job seekers and people occupied in subsistence agriculture.

To all these people the project pays special attention, through an integrated programme of employment services, adapted strictly to the needs. There are foreseen identification actions, information/awareness, selection, counseling and orientation regarding the career as well as professional training regarding the qualification or re qualification in jobs requested by the labor market in rural tourism, closing with mediation services on the labor market. The awareness campaigns of the target group vise the professional development possibilities in non agricultural services in rural areas, from the perspective of present and future potential of development of rural tourism sector.
